Philip A. Burkart
Philip Burkart began his career with The Toro Company in 1986 working for the International Division. Through diverse and progressively more responsible marketing and leadership roles, he was named vice president and general manager of Toro International in 2000. In 2002, Brukart was appointed as Vice President and General Manager of the irrigation businesses.

Peter Brostrom
Peter Brostrom manages the Urban Water Use Unit and is SBx7-7 Urban Program Manager for the California Department of Water Resources. The Urban Water Use Unit oversees urban water management plan submittal and review, implementation of the Landscape Model Efficient Ordinance, AB 1420 Compliance, and assists with a variety of other efforts related to urban water use efficiency.

Brandon Goshi
Brandon Goshi is the Manager of Water Policy and Strategy at the Metropolitan Water District of Southern California. He has nearly 20 years of experience working in the water industry. His group at Metropolitan is responsible for the analysis and planning of water supply and demand for Metropolitan’s 5,200 square-mile service area. This includes developing regional water supply and demand projections, defining strategies for managing uncertainty, and recommending implementation and operational strategies.

Tim Barr
Timothy Barr serves the retail and wholesale customers of the Western Municipal Water District as the District’s Water Use Efficiency Manager. Western supplies imported water to a total residential population of nearly 900,000 in western Riverside County. Tim is responsible for development and delivery of water use efficiency programs for agricultural, commercial and residential water users throughout Western’s general service area. He is currently responsible for the implementation of Western’s Water Efficiency Master Plan adopted in December 2008.

Bob Dutton
Elected to California's 63rd State Assembly District in 2002, Bob Dutton won election to the 31st State Senate District in 2004 and was reelected in 2008. Since joining the Legislature, Senator Dutton has been a champion for business and our local communities. He was the driving force behind the Inland Empire Transportation Roundtable, uniting business and local leaders in defining common goals and crafting language to be used to direct dollars to fund local infrastructure needs.

Jonathan Weldy
With over 30 years in the home-building and land development industry, Jonathan Weldy founded Meridian Land Development Company in 2005. In addition to residential building and development in Arizona, Nevada and Northern California, his experience includes all aspects of land acquisition, entitlement, development and sales for over 10,000 residential lots in several Southern California master-planned communities.

William Steele
William “Bill” Steele is the Area Manager of the Southern California Area Office. He oversees implementation of Reclamation’s program which includes: Title XVI Reclamation Water Reuse and Recycling, desalination research, water conservation, drought assistance, planning activities covering water reuse and recycling, conjunctive use of ground and surface water resources, storm water runoff augmentation, watershed modeling to address both water quantity and quality issues, and the development of new water sources, and he provides technical assistance to Native American Tribes.

Romel Pascual
Romel Pascual serves as the Deputy Mayor of Environment, and is the senior advisor on energy and environmental priorities for the Mayor. He represents the City of Los Angeles on the steering committee for the C40 Large Cities Climate Group. He also served as the Mayor’s Director of Environment where he advised on key environmental priorities and co-authored the City’s GreenLA Climate Change Action Plan released in 2006 to achieve a 35% reduction of greenhouse gas emissions by 2030.

Rusty Bailey
Since graduating from West Point with a degree in political science in 1994, Rusty has worked in a variety of public service positions and has earned a Master's Degree in Public Policy from UCLA.
Among his many accomplishments, Rusty also served as a helicopter pilot, Platoon Leader and Company Executive Officer in the U.S. Army, and has served as a Legislative Aide for County Supervisor John F. Tavaglione. In addition, Rusty has worked for the U.S. Department of Housing and Urban Development, and the Executive Office of the President as a Presidential Management Fellow, as well as for the Riverside County Economic Development Agency. Until his election, he was a member of the City of Riverside Cultural Heritage Board and is currently a Government teacher at Poly High School in Riverside.

Mike Baron
Mike is well known in the irrigation industry with 31 years of experience in product development, marketing and division management in both residential and light commercial turf and landscape drip markets.
Prior to coming to The Toro Company in 2007, Mike spent 20 years at Rain Bird® and 5 years with the Walla Walla Sprinkler Company – the company that developed and introduced the MP Rotator. His most recent contributions to improving irrigation efficiency include work on the award winning Toro Precision™ Series Spray nozzles and Toro Precision Series Rotating nozzles.
